Personality:
Tinya is essentially the First Daughter of the entire civilized universe. Bit of a weight on her shoulders there. Calling her a spoiled brat when she was young would have been completely accurate; Tinya had whatever she could have possibly desired at her fingertips and a mother who had the full capability to grant her whatever she desired. Fortunately for the universe, what Tinya desired most of all was independence and the chance to strike out on her own. She thus shunned the probably unhealthy environment of First Daughter-ship to join a team filled with her peers, allowing her to become much more down-to-earth. The transition from Important Personage to Relative Nobody was difficult at first, but in truth, it was what she wanted most of all. Tinya was thrilled to have the opportunity to simply be a normal kid, and especially thrilled that none of her team recognized her as ‘Winema Wazzo’s daughter’. She doesn’t allow her teammates to treat her any different because of her parentage – save for the fact that she often takes on the more diplomatic jobs – and indeed, her background is an open secret among her friends. It's just not really mentioned all that often. Tinya loves her mother dearly, but for the sake of her own sanity, she tends to minimize the time she spends around Winema. On her part, Winema is proud that her daughter has become a hero in every sense of the word, but still can’t resist her overbearing nature when Tinya comes to visit.

Tinya has not, however, been able to shed all of the traits she picked up during her childhood. Despite refusing to be treated like a princess, she still occasionally acts like one. Her speech, for one thing, is maybe a few steps down from 'Valley Girl', and she retains a short temper and a generally disdainful attitude for things that she considers beneath her. These traits, however, are no more offensive than the average teenage girl's, and they rarely affect her ability to get along with the rest of the team. …Save perhaps when she only skims Brainiac 5’s 120 page reports rather than memorize every detail. Tinya is somewhat contradictory in this nature – she’ll be the first to scream ‘ew’ when confronted with a job that involves some mess, but her eagerness to not be treated differently will also mean that she’s the first to jump into the job.

Perhaps due to her lack of socialization when she was younger, Tinya is also fiercely loyal towards those she counts amongst her closest friends. She assists Timber Wolf in his flight from justice even when all signs seemed to point towards his guilt as a murderer. She believes strongly in his goodness even as he is beginning to lose control of his animalistic side and outright attacks her. Granted, it probably helps that he happens to be her love interest, but she exhibits the same traits when a more distant teammate, Lightning Lad, is on the verge of committing murder himself. She talks him down from taking drastic action against an enemy, insisting that he knows in his heart what's right. Each and every one of her teammates is important to her, and she wholeheartedly believes in them, even if her slightly prickly exterior means she doesn't show it that often.

Finally, to wrap up a few miscellaneous traits, Tinya serves as the major source of witty commentary for the team when she's present, always seeming to have something clever to say about the situation. Her barbed wit can occasionally be hurtful, but she rarely intends to be purposefully malicious (exceptions are reserved for particularly obnoxious enemies especially ones named Alexis.) She also has a knack for diplomacy due to her upbringing, succeeding in opening up relations with an entire planet where her mother failed, sheerly due to persistence and force of will. …Sheerly due to stubbornness, in truth, as she refused to simply walk away empty-handed despite it being advised as the better option. In combat, Tinya tends to have the habit of making less than stellar decisions. With her powers, she could be nearly invincible if she tried, but she often forgets to watch her back, loses her concentration when she spots a teammate in trouble, or simply can't predict an enemy's movements well enough to know when to phase out. When she's angered and motivated, though, Tinya can be brutal, as seen in her fight against the Persuader when her mother was in danger of being blown up by a bomb yet again.

Backstory:
There is no information on Tinya's history prior to joining the Legion of Superheroes, but the general idea can be assumed from what is known in the context of the show. I’m going to snag some details about what happened to her pre-show from the comics.

Tinya Wazzo was born on the planet Bgztl to Winema Wazzo, an up-and-coming politician and official Bgztlian ambassador to the United Planets (think United Nations on a galactic scale). As her mother was such an important personage on her home-world, Tinya was more than a little bit spoiled growing up. Her mother, fearing that she would be unable to raise Tinya well with all her duties, proceeded to do the exact opposite, becoming a perpetually smothering and overbearing presence in the young girl's life, if not a nurturing and comforting one. Though she didn't mind so much as a child, Tinya soon felt as if she lived perpetually under her mother’s stifling thumb.

When she was about thirteen years old, Winema was called to Earth to participate in a conference; Tinya came along for the trip. Practically the day they arrived on the planet, news broke that three young children, Lightning Lad, Cosmic Boy, and Saturn Girl, had saved one of the richest men in the galaxy, R.J. Brande, from a sinister plot against his company and his life. The millionaire, in gratitude, announced that he would sponsor the young heroes' greatest desire: the creation of a team of galactic heroes called the Legion of Superheroes. This news was interesting, but not terribly exciting to Tinya, until the day of Winema’s conference about three days later. Two things happened there – first, Tinya was pivotal in preventing a bomb from blowing up every dignitary in the place, and second, Tinya realized she had superpowers. All Bgztlians are capable of phasing into the fourth dimension, but the vast majority are unable to do so outside their home world. Tinya appeared to have the unique ability to access the fourth dimension any time she wished. Phasing through a wall by accident, she had caught a brief glimpse of the bomb and had been able to save the day.

With this newfound knowledge, Tinya suddenly realized what she wanted in life and insisted on staying on Earth after the conference concluded, as a member of the fledgling team – the Legion of Superheroes. Seeing that Tinya had grown up despite her efforts to prevent it, Winema reluctantly allowed her daughter to follow her dream. Along with future close teammates Bouncing Boy and Triplicate Girl, Phantom Girl was among the first of the young heroes to be inducted into the Legion. She proved to be a capable and powerful ally, both due to her connections with the United Planets and due to the degree of her control over her powers. It helped that her mother was eventually elected President.

Following this, the events of the first season can be found here. Tinya can be assumed to be about equivalent to eighteen at the point I'm taking her from. She’ll be taken right the day after Superboy leaves to return to the 21st century.

Canon Powers:
Intangibility (Mind): Tinya can phase out of reality into the ‘fourth dimension’ to pass through anything. She can phase others with her, up to five at once, though this is definitely stretching the limits of her powers. This appears to put her on the same plane of reality as a ghost, as she can interact with them in her phased state where none of her companions can. It's safe to assume that this also means ghosts can harm her in her phased state. It's also safe to assume that there are some materials in existence that don't allow a Bgztlian through, as otherwise, all Bgztlians would be highly successful bank robbers.

Invisibility (Mind): Tinya can phase out of the visual spectrum to become invisible. She cannot be invisible without being intangible, and it seems she can still be detected in this state by animals who rely on senses other than sight.

Flight (Mind): Tinya is one of few members of the Legion who can self-sustain flight without using a Flight Ring. She'll be using this in concert with her intangibility; flying is as natural to her as walking.

Canon Weapons|Items:
Flight Ring: Tinya possesses a Flight Ring created by Braniac 5, which allows one person to fly effortlessly. It’s more of an anti-gravity thing. Since Tinya can fly on her power, the Flight Ring is just a symbol of the Legion for her.

Transuit: All Legionnaires are given transuits to allow them to survive in the vacuum of space. In combination with the flight ring, this allows Legionnaires to freely move around in space without a problem.

Clothing and Costumes: The vast majority of her outfits are white and black to keep with her chosen theme. The vast majority are also just copies of her costume; they get dirty fairly often in the process of fighting intergalactic crime.
